History Mystery

This mystery photo shouldn't be too hard to figure out. The Carlton County Historical Society sent us this one for readers to sleuth on. The only information on the photo is the date of Feb. 21, 1998, and the words, "Hooverville Joad put on by school at Super One parking lot."
